Amnesty International and Human Rights Watch said at least 28 protesters and bystanders, including children, were killed in 13 cities across eight provinces between 31 December and 3 January, all shot by security forces, some with metal pellets. Lorestan (at least 8) and Ilam (at least 5) saw the deadliest repression; officials forced some families onto state media to blame accidents or protesters.
