A record is public when at least one real list or report has named the person. An AI-compiled list never raises the verification level on its own, and an unchecked link from it is not shown to visitors.
Tier A means at least two real lists. B is one list. C is corroborating evidence. D is hidden or still uncertain, and is not on the public site.
Possible duplicates are not merged by themselves. A person decides. Different spellings are kept. A photograph is stored only when it is tied to that person. An uncertain photograph is not published.
The counts change when a new list arrives. This archive cannot claim that the people here were the only ones killed, or supply a detail that was never written down.
